National Competition Policy

Background

As part of the Northern Territory Government's obligations under the 1995 National Competition Policy Agreements, a number of National Competition Policy (NCP) reviews  have been commissioned covering the Acts for which the Minister for Racing, Gaming and Licensing is responsible.

The reviews were guided by the principles contained in Clause 5 (1) of the Competition Principles Agreement, that legislation should not restrict competition unless it can be demonstrated that:

  • the benefits of the restriction to the community as a whole outweigh the costs; and
  • the objectives of the act/proposed amendments can only be achieved by restricting competition.

Final reports of the following NCP reviews have been considered by Government (see below).  A summary of Government's policy response is also provided in the letters to the National Competition Council (NCC).
